The final amendment, in order to obtain the opinion of the High Supervisory Council of the general policies of the system concerning the VIIth Five-Year Plan, the government is obliged to initiate legal proceedings against the affairs announced by the said council no later than three months after the entry into force of this law.
The organization is required to report monthly on actions taken to the Islamic Council and the Supreme Supervisory Council.
The representatives of the Islamic Council during the public meeting and when considering the objections of the Guardian Council in the draft law of the Seventh Development Plan, added the following additional articles to their approvals: Additional Article 36, in the application of clause (10) of the five-year general policies of the Seventh Plan, the government until the end of the second year of the program, legal action was taken to improve the administration and management structure of the free zones commercial-industrial and special economic sectors of the country.
Supplementary Article 37, the Ministry of Cooperation, Labor and Social Protection, in cooperation with other relevant institutions until the end of the second year of the program, regarding the development of a comprehensive progress document and the transformation of non-formal and vocational education based on land use, labor market demand, the evolution of new technologies and the professions of the future have taken legal action.
Supplementary Article 38, in the implementation of paragraph 20 of the five-year general policies of the 7th Plan, the government, in accordance with the approvals of the Supreme Council of the Cultural Revolution and the Council for the Development and Promotion of the Human Sciences and Cooperation of Institutions relevant authorities, especially the ministries of science, research and technology, health, treatment and teaching, medical education and training, in order to transform and promote scientific indicators, educational, research, technology and innovation in the field of humanities, social sciences and arts, at the latest until the end of the first year of the program, have been the subject of a law concerning the following subjects and the method of making resources available and their production:
   1. Compilation and revision of programs
2. Production of educational content
3. Increase in theses and demand-oriented theses
4. Production of local ideas
5. Attachment to work
6. Internal Scholarship Program for Bright Talents
7. The program for providing competent human resources to meet needs in terms of expertise, administration and management
